Changing Gender Inequity

 

Cheryl Horvath is a Division Chief, assigned to Training, for the Northwest Fire District in Tucson, Arizona and Co-President of The International Association of Women in Fire and Emergency Services (WFES). She has been in the fire service since 1992, working as a full-time firefighter in Illinois where she served as union president for four years. Cheryl is a field instructor for the Illinois Fire Service Institute, teaching in the fire suppression, rescue, and management programs.

In April, Cheryl along with WFES Co-President Laurie Mooney introduced “A National Report Card on Women in Firefighting (PDF) .” In a recent conversation, we posed this question to Cheryl: If you had the power to make some changes what would they be?

Modesty is a very important ideology for Muslims. In Muslim focus groups conducted by FIRE 20/20, the need for women to cover themselves was identified as one area that could affect safety.

“A traditional Muslim woman might not leave a burning building until she was covered or she might rush back in to get a covering. Be aware of this and be prepared with a blanket to offer the woman.”

A Must-Read Book | Real Heat: Gender and Race in the Urban Fire Service by Carol Chetkovich
Rutgers University Press (July 1997)

Dr. Carol Chetkovich is now a professor of Public Policy at Mills College in Oakland, California. Real Heat started as research for her dissertation. In 1992, Carol started following “the men and women of the Oakland Fire Department Class 1-91 through their academy training and eighteen-month probation. Real Heat explores how the process of becoming a firefighter interacts with the dimensions of race and gender to support some and discourage others.” Its relevance just got revalidated with the recently published study “A National Report Card on Women in Firefighting.”

Terri Morrison has a model for cultural orientation that can help predict “how people in certain cultures will speak, act, negotiate, and make decisions.” While the context for her model is conducting business, we believe it has applicability to better understand the ‘culture’ of the fire service as well as the fire service’s interactions with its multicultural communities.
